सरकारका निकायहरूमा ‘प्रब्लम सल्भिङ स्किल’ छैन । जनताका पिरमर्का/समस्याहरू बेलैमा सुन्‍ने, बुझ्‍ने र समाधानको पहल गर्ने संस्कार छैन । यसले पटक-पटक सार्वजनिक क्षति गराएको छ ।

मुलुकको सत्ताकेन्द्रित राजनीतिले प्रहरीलाई पटक-पटक विवादमा तानेको छ। कानूनले सहजै काम गर्ने ठाउँमा पनि व्यवधानहरू खडा गरिदिएर प्रहरीलाई सताएको छ। बढ्दो ‘भीआईपी कल्चर’का कारण ठूलो संख्यामा सुरक्षाकर्मी तिनकै पछि लाग्‍नुपर्ने अवस्था छ। हालैको राष्‍ट्रपतिको सवारी प्रकरणले अनाहकमा प्रहरीमाथि चोरऔंला सोझिएको छ।

नेपाल प्रहरी र सशस्त्र प्रहरीको अरनखटन कतै दोहोरो पर्ने र कतै अनुपस्थित रहने गर्दा मानव संशाधनको अधिकतम उपयोग हुन सकिरहेको छैन। हामी विशालकाय र सर्वशक्तिमान ‘हाकिम’ हौं भन्‍ने गृह प्रशासनलाई सुरक्षा व्यवस्थापन कुन चराको नाउँ हो थाहा छैन। प्रहरीलाई तर्साएर आफ्नो दुनो सोझ्याउनुलाई नै उसले आफ्नो कर्म जो ठानेको छ।

मुलुकभर प्रहरीको माग अत्यधिक संख्यामा रहिआएको छ। यसकारण प्रहरी परिचालन कार्यलाई थप चुस्त बनाउनुपर्ने आवश्यकता आइपरेको छ। यसका लागि प्रहरी जनशक्ति थप गर्नैपर्ने हुन्छ। तथापि, प्रहरी प्रविधिको उपलब्धता र भएका सामग्रीहरूको विस्तारीकरणले केही हदसम्म जनशक्तिको आवश्यकता मत्थर गर्न सकिन्छ।
